Shade Tree Ordinance

A Shade Tree Ordinance has been in effect since 1986 for West Kittanning Borough.  Any borough property owner that desires to cut down and remove a tree and it is on the borough right-of-way must get approval from the Shade Tree Commission prior to removal.  Please contact the committee chairperson: Bob Venesky by email at vezz@windstream.net or by phone at 724-664-3121.  The commission will discuss the situation and grant authorization or make an appointment for an onsite inspection.  Any expenses incurred are the responsibility of the property owner and a list of permissable trees is available. 

The Shade Tree Ordinance was approved to protect and enhance the borough’s tree population.  Trees provide shade, beauty and utility to the residents of our community now and for future generations.  Your cooperation is greatly appreciated.

Libraries

All West Kittanning residents have library privileges at the Kittanning public library.

Transportation

Town & Country transit serves West Kittanning with their fixed route bus service.

Soliciting

Soliciting is strictly prohibited in the borough unless you’ve obtained a permit from the West Kittanning Police Department.  The permit fee is $25.00 for each incident of solicitation.

Burning

Burning in the borough is strictly prohibited unless it’s of a recreational nature with acceptable, burnable materials within the times prescribed by ordinance.

All burning must be in a container no higher than 24” above ground level and no more than 48” in diameter.  Burn barrels are strictly prohibited.

Acceptable burnable material includes seasoned firewood. 

Items not permitted to burn: paper; cardboard/chipboard; wood that is either chemically treated or that has a high glue content; grass/leaves; garbage; other materials including plastic, shingles, canvas, etc.

Recreational fires must be attended at all times by an individual over the age of 18.

Burn containers cannot be within 15 feet of any building/structure, property line, Borough right of way/roadway or public sidewalk.

Permissible days/times:

Monday – Thursday – 6:00pm – 12:00am

Friday – Saturday – 12:00pm – 2:00am

Sunday – 12:00pm – 12:00am

Exceptions for Memorial Day, July 4th and Labor Day – burning is permitted between the hours of 12:00pm – 2:00am

Anyone in violation of the ordinance may face a fine of up to $100, plus cost of prosecution.  Please see the full ordinance and amendment for additional details. 

Signs / Billboards

Please be advised of the borough ordinance regulating outdoor signs & billboards.  This includes not only proposed new signs, but also any individual/business wishing to make changes to an existing sign/billboard.  Please see the full ordinance for additional information and contact the Secretary with any questions.  A copy of the billboard permit application can be found below.

Paving / Use of Heavy Machinery

Please be advised of the borough ordinance Establishing rules and regulations regarding construction or improvements of private driveways and/or roadway shoulders and the use of heavy machinery on private property.  Prior to commencing any work on a private driveway or roadway shoulder, residents and/or contractors must contact the public works department to have them inspect the construction or improvement site.  Upon satisfactory review, a permit will be issued to the individual or entity requesting to perform said work.  A copy of the permit application can be found below.
